the 1st Palestinian Conference – the Palestinian National Council.

The holding of the Arab Summit in Inshas in Egypt, which was attended by Arab kings and presidents, and
discussed the Palestinian case. In the summit that lasted for two days, they reached many resolutions, and they are listed below. Specific resolutions

1. Announcing the establishment of the Palestinian Liberation Organization (PLO)
2. Ratification of the National Charter of the PLO
3. Ratification of the National Council’s Statute and the rules of procedure
4. Electing Ahmed Ash-Shuqeiri as the Head of the Executive Committee, and tasking him with choosing its 14members
5. Considering that conference, with all of its members, the ‘first national council of the PLO’
6. Electing Abdul Majid Shuman as the Head of the National Fund’s Board of Directors, and a member in the Executive Committee

Military Resolutions
1. Opening camps immediately to train all the able- bodied Palestinians, men and women, on how to carry a gun. The training is obligatory and permanent
2. Forming regular Palestinian battalions and strong effective commando brigades
3. Taking all the rapid measured to provide the Palestinian brigades with all kinds of modern weapons and equipment
4. Taking the necessary measures to register the Palestinian youth in the military schools in the Arab and Host States
5. Activating public resistance and civil defense among the Palestinian people
6. Forming a special apparatus in the Unified National Leadership of the Uprising (UNLU) that benefits from the potentials of the Palestinians in the military field
7. Supporting the UNLU in carrying out all of its responsibilities
8. Taking the measures necessary to take care of the families of martyrs and protect them

Political Resolutions:
1. Palestine is part of the Arab world, and the establishment of ‘Israel’ in it against the will of its rightful owners is a constant Zionist colonial aggression, and is against the principle of self- determination. The existence of ‘Israel’ in the Arab world poses a constant threat to its being and to world peace
2. The Arab Palestinian people, under the international actors and established principles, have the right to fight for the freedom of their country by all means, supported by the sister Araband the peace-loving countries
3. Making efforts, with the collaboration of the sister countries to expel ‘Israel’ out of the UN and all the international forums. This is because it pursues the policy of racist expansionary aggression and violates all the international principles and UN resolutions
4. Asking the League of Arab States (LAS) to take a definite stance towards the countries of the European Economic Community for its approval to grant ‘Israel’ economic privileges
5. The PLO represents Palestine in the LAS, district offices, UN and all of its agencies, and the official and public conferences. Only the PLO has the right to represent Palestinians, organize them, and speak on their behalf
6. Informing all countries, international and public organizations, and liberation movements in the
world of the establishment of the PLO, and of its objectives, and calling for their support, cooperation, and back-up
1. Ratification of the National Fund’s Statute
2. Starting the fundraising for the National Fund inall the Arab countries and the Diaspora
3. Declaring the Palestinian Week starting from May 28 th of every year, in which the Arab and sister
countries collect raise fund for the National Fund through various means
4. The National Fund deducts a 5-fils fee from every oil barrel exported from the oil-producing Arab
countries
5. The Executive Committee contacts the Arab countries to make donations for the National Fund
from deducted from the income tax money
6. The Executive Committee contacts the Arab countries for them to charge additional fees, for
the benefit of the National Fund, on the imported and exported goods and plane tickets, and to change other such fees left to each country to determine. Also, a lottery for the benefit of the Fund is to be made.
